Question about DBS checks

How do you get one for a 17 year old if they have no bills or anything in their name??

He has a passport and provisional driving license but nothing else and he needs the check for his new voluntary job

Passport will be his primary evidence and provisional should show his address so would be his secondary evidence

1 proof of ID (passport)

1 proof of address (licence)

If he has a bank account then request a statement as that will be fine for the third check.

To be honest, I don't know why anyone bothers with these, as they're like car MOT certificates - not worth the paper they're printed on....
