Sadly, I know the answer to this as well....

Vat doesn't apply to "essential" items. Cakes aren't considered a luxury item, but a necessity, so zero vat. The same is true of plain biscuits. For some reason, chocolate covered biscuits were considered a luxury when vat was introduced, and it's never been changed.

I can only imagine the fervour my chat is causing throughout the nation. Please remember to be safe folks, I don't want a huge rise in October babies....
