Making first move

When meeting with a couple who do people prefer to make the first move to start the fun. Do people prefer the male of the couple or the female of the couple or yourself to make the first move either flirting or seducing and teasing and do people prefer to get some type of hint to say it's OK to play and if so by the male or the female of the couple

It's different with every couple. If I get the feeling that everyone wants the same but everyone is too shy to make the first move I'm more than happy to say something "shall we have a play?". It goes from there.
