If she's using the word 'cheating' he's more than a fuck buddy. A fuck buddy is a regular booty call, and emotional attachment doesn't come into it. A friend with benefits is something deeper because you also have a friendship outside of the bedroom, a mutual respect, and consideration for each other's feelings. If she thinks the other person expects exclusivity, that may be why she feels it's cheating... But they may not expect it, so she needs to ask if he's OK with her having other 'friends' and see where to go from there.
