I believe the dunes near the first beach hut between Meloneras and Playa del Ingles is the place to be.

Late afternoon / evenings is supposed to be the best time. I headed down to the dunes one afternoon out of curiosity but there wasn't much going on apart from half a dozen guys wandering around the bushes playing with their dicks.

Further along towards the second hut you'll find the gay area. I'm guessing there is more action to be found there.
