After, whether tea or coffee, instant or brewed.

Tea - the reason you use boiling water is it's ideal to get the best out of the leaves. Adding milk before this is allowed to happen cools the water and also coats the bag, making the brewing process less effective.

Instant - the milk will lower the overall temperature meaning the coffee/sugar granules won't dissolve

Brewed - Unless it's espresso (in which case you can't create wanky latte art any other way) it doesn't really matter but consistency, you heathen.

Banged on more than expected. Barista training kicked in.

I was always led to believe boiling water on instant would scorch it, hence milk first. Can't say from personal taste, I don't drink that shit.
