Ah I know this one. It could be:

When the house prices drop to ridiculously low levels and nobody wants to live in London.

When there only 1 Londoner left standing and the rozzers say "we got him, It was obviously him all along".

When hell freezes over.

bring back the death penalty as a deterrent. There's nothing to stop people from doing it, yeah you get locked up and that but these days they get out withing 20-40 years

I'd say bring back the stocks and public humiliation and ship the harder criminals off to a remote island's with no possible escape.
