I'm wondering is it an instinct thing. Birds and animals mate in spring so maybe we are pre conditioned

I suspect its various factors - one it's warmer so everyone is more relaxed; clothing often becomes more revealing, but i suspect the main one is the extra light resulting in endorphins and vitamins so the body is more geared to it

Just my tuppence worth
