Which is why Donald Trump's is a president. Vlaimir Putin and Bashar al-Assad seem to win uncontested every election. Kim Jong Un is in power as he's the only candidate. Robert Mugabe won every election until he was forced to step down and now has diplomatic status so he can't be put on trail for his crimes.

This list goes on. Laws are made by those that are in power and have control.
