That goes for people who walk 4 a breast down the footpath and see you coming but expect you to step out onto the road to pass them. I just stop dead in front of them and wait for them to move. It costs nothing to be courteous. OP I do believe there should a more thorough cycling proficiency exam that anyone who wished to cycle on the road must have. Jumping lights and zebra crossing should equal a flogging, to be handed out by the nearest witness | |||

" Firstly I didnt say the highway code I said the law and secondly the last time I was overtaken by a cyclist according to my speedometer I was doing about 19mph in a 20mph zone when I was overtaken by a cyclist who was probably doing closer to 30 admittedly it was downhill but he went past me both speeding and certainly a lot closer than 1.5m I can also honestly say that whilst I have (like most road users)overtaken cyclists I have never gone past one at anywhere close to that speed | |||

Literally every day when someone sets wheel on the road to go somewhere your running a gauntlet of mentalist's who's sole purpose in life seems to be"death to all cyclists and pedestrians" So as someone who used to commute from one side of London to the other daily and done thousands of miles road racing let me tell you,the only way to survive is You have to get seen, you have to get big, Make sure you get eye contact, And as is the case get ahead of cars at junctions and traffic lights. Unfortunately it really is a survival game as much as we hate to do it sometimes you have to ride in a style that allows you to be seen to avoid the assholes who do a left turn. Right in front of you etc.... It's why motorbikes ride the way they do get seen stay safe. There needs to be better education of all road users the laws of the road do t seem to worth jack shit people do whatever they want now. But show some compassion as said if you drive to close to a cyclist and Knock them off who do you think is going to come off worse???" Totally agree .. Yes, there are fewer police on the roads, but that doesn't stop members of the public reporting road-traffic crimes and give police a registration number to follow up on, in the fullness of time. If a pedestrian is hit by a cyclist, and it does happen, the cyclist can ride off with impunity. Bikes can go quite fast - 20mph? Being hit by a 12 stone guy on a bike going at 20mph is probably more than a little uncomfortable. | |||

But as was said earlier ^^ The majority of funding for roads, certainly local roads comes from councils via the council tax .. vehicle excise duty goes into the general taxation pot. Anyone who owns or rents a home is liable for council tax .. unless they are recognised as exempt so ... and this may sound like a generalisation but in this case it works ... most people motorists or cyclists do pay for the roads ... not the same, as it depends upon your house's value and where you live in the country, but pay they do | |||

Most cycling organisations such as the BCF RTTC and the CTC offer insurance cover as part of the membership. You can get cover also as part of your house insurance. Road tax was abolished in the 1930's, it is vehicle excise duty. This is based on the emissions coming from a vehicles exhaust, no motor no emissions. As for MOT, there is no documented test, however you can get fined or you bicycle confiscated for being unroad worthy. If you cause an injury due to your bike not being fit to be on the roads you can get prosecuted for it. As for driving license, that worked well for car drivers. I see loads on the roads, that clearly do not give a fuck about rules or got someone else to pass the test for them. They are one sided as to protect vulnerable road users, I have yet to see terrorists use bicycles to carry out an attack. Yet the cars and lorries used, seem to work very well for them. | |||

I have never said its the cyclists who are at fault all I asked is: Is it fair that cyclists dont have to have the same things every other road user does. I choose to drive a car therefore I will have to pay Vehicle Excise Duty, Insurance and have a valid Mot that I have to pay for every year. But its not my choice to do so I have no choice in that because its the law. Cyclists choose to cycle thats their choice but the difference is the law doesnt make them pay for the same things that I have to. So, again how is this fair? | |||

I do think if you are a cyclists when you reach a certain age then you should have to just go through the basics, especially if you are riding through built up areas etc, not saying a test that you have to pass (I mean we all passed when we were 11, even fat old me that couldn’t get up the hill!) but one that teaches you road safety (if you haven’t passed your driving test that is), for the safety of all road users, maybe fewer accidents may occur. VED is the current road tax, and is collected by the government from motorists. Currently this totals to 4x the annual amount used on roads and public network systems (2017 government figures). I don't think you can use the argument that those paying income tax are paying for the roads. OP I agree I do think cyclists should have insurance, personal and public liability TP minimum, fully comp ideally and should have taken a proficient test irrespective of age. | |||

"I cycle, I have insurance (that covers public liability and damage), I wear high visibility clothing, my bike is very well maintained. I also drive - as above ... without the high visibility clothing. I see more arsehole drivers than I do arsehole cyclists, I see more damage (minor/major and fatal) done my drivers, I see more near misses caused by drivers against cyclists than I do cyclists against drivers. I can also suggest that you will not see a cyclist applying make up, talking on their phone, changing the radio station or anything other than paying full attention to the road. Why? Because they know damn well their life depends on it. Also if a bike hits a car there may be some superficial damage to the car (which a cyclist should pay for rather than ride off waving), if a car hits a bike then the damage is probably going to be fatal and the drive can still drive off into the distance waving. Should cyclists pay compulsory insurance and have a certificate of road worthiness? There is some weight to that argument and I would be happy to weigh the pros and cons up. However to talk about knocking cyclists off their bikes, pushing something through their front wheel or deliberately causing them to have a potentially life threaten accident ... that is sickening. I am appealed at some people’s comments on this post. Horses and Horse and Carriages could also be classed as environmentally conscious but they have to have public liability insurance to use the roads and carriage drivers have to have a road driving assessment and their carriages a comprehensive list of safety checks to ensure that their carriage and its fittings are safe and in good working order. I hate riding in London now, did it for years, don't now if I can help it. The black cab drivers disregard every one, the cyclists are as bad and the pedestrians aren't much better. The point I was trying to make, is that if I am not happy with my safety, I will do something about it. A lot of cyclists have the attitude of "You could kill me with your car, you need to be more carefull." At the same time they are riding recklessly. It has returned to another form of tax." It has changed, you are right. It seems to just be just diesels that pay different rates in the first year, petrol are all £140. But 0 emission cars don’t pay anything at all (according to the AA and DVLA websites). | |||

The upkeep of the roads are the responsibility of the councils... with local roads maintained from the council tax funding and government funding to support the upkeep of major routes ... just saying Vehicle tax. "Anyone else think that the current cyclist rules are totally one sided and are not fair to other (paying) road users. No road tax, No Insurance, No MOT and No form of Driving Licence or Road test and yet they get specialist lanes the rest of us paying road users have to pay for and if there is no specialist lane we now have to give them a minimum of 1.5 metres of space if we overtake them or risk a £100 fine and 3 points, and yet they can go past me so close they set off my proximity alarm on the car. Not to mention ignoring every other rule in the highway code especially red lights and zebra crossings! And before they start shouting about it being because they are environmentally conscious as opposed to other road users. Horses and Horse and Carriages could also be classed as environmentally conscious but they have to have public liability insurance to use the roads and carriage drivers have to have a road driving assessment and their carriages a comprehensive list of safety checks to ensure that their carriage and its fittings are safe and in good working order. So that argument doesnt hold water. " The reason you have to give them so much space, is so you don't kill them when they need to avoid a pothole/obstacle. I don't begrudge them the space, as I wouldn't want their death on my conscience. Only thing that annoys me is when there is a cycle lane, but they choose to ride on the road. I think if a cycle lane/path is there, they should HAVE to use it. The tax is irrelevant, but maybe a public liability insurance should be looked at. | |||
