By definition, yes.

The worst thing about bias is when people think something other than their opinion is bias.

For example, everyone complains that the BBC is biased, but assuming a wide range of views are held collectively by everyone, then that can’t be true. For example, we are led to believe that that the BBC is simultaneously a bunch of lefty PC do gooders, and a propaganda mouthpiece for a right wing Conservative government.
