There's several local yo me who create new profiles every couple of months.

New name, but same bio & pics. Oddly the age changes everytime though!

Loads local to me that do it all the time, ones I know and have met too. Gets frustrating when the ask me over and over to verify them as well. Got to the stage I tell them now either hide your profile or don't ask again for another veri.
