Definitely dinner out of those choices but for first meet coffee/tea actually for me, eating in front of someone you've just met seems a bit "odd".

If its the first time ever meeting them in person, neither - go for a drink instead. How would feel if you didnt like her, or she you, but you had to spend the evening on idle chat over 3 courses?

If on the other hand, you have met and its a proper first date, dinner everytime
