How Can you Broadcast on cam through smartphones or tablets?

Just follow the instruction but make sure that your phone has a cam (very important) and that your firewall allows you to do naughty things with your lovely thingy.

The default Google browser for an android phone doesn't support flash player and it's nigh on impossible to get it installed.

You'll have to install another browser app on your phone ... something like Puffin Browser.
