At what point did ringing the bell on a bike become ‘move, I’m coming through’?

I’m sure it used to be a gentle warning that a bike was near

Consider it a courtesy that they are giving you a warning that things may not turn out for the best should you step into their path -I'm not saying that you should immediately give way but just be aware that you could accidentaly step into their path had they not ringed in advance.
