BGT judges taking easy way out

As easy watching while doing things have been watching BGT

Cant help but wonder if the judges are taking the easy way out when it comes down to picking between two acts to go through - often say they cant choose so they tie the vote and it goes back to the public

Is that not why they are there for the semi finals? To pick?
