Anyone know what influences DM limits?

I found an old thread that suggested that the amount of DM's you can send per day is limited (although it's a high limit) and things like having a verified or paid account affect that positively. Just wondering if anyone knows what might affect negatively i.e. having multiple reports?

Seems like it's deliberately set pretty high so I'm guessing low hundreds.
