That would depend on the speed of the belt. As long as the aircraft can achieve Vr speed then it can take off.

oops, our survey says youza wrong

technically an aircraft can take off from a standing position so long as there's enough airspeed or in this case headwind, - you'd probably crash a second or two later though

As long as Vr speed was reached there would be enough momentum to rotate the aircraft when the pilot lifted the nose.
