If they don't care about consent that maybe cause for concern.
I think it wouldn't cross most guys minds that it could be considered harassment in any way. I think most would believe that consent is implied. "Agree. I've had loads of men lately trying to persuade me that the reason I gave for not wanting to meet them is irrelevant and that I'll have a great time anyway. 
So I've started asking why it doesn't matter what I want, especially when they won't take "no" for an answer. Many just carry on trying to persuade me to meet.
