Seems to appear on new profiles then disappears after a certain time. Maybe trying to encourage us to report obvious fake profiles?

It is normally new profiles, it is just to highlight that if you are concerned about a new profile to report it

No, it's not just the standard report profile button which is on all profiles, it's an additional link added to the bottom of some new profiles basically saying if you think this profile is dodgy use this link to report it.
