What is it exactly? Struggling to understand this musical phenomenon.

And why the aviator/ welders goggles with the top hat? Any significance?

Is it musical?

I think it's a development from cyber punk, a style movement that embraced technology within a rebellious attitude, such as hacking and mashing.

Steam punk is an alternative historical model where victoriana clothing is enhanced with jules Verne / hg Wells clock work style technology.

and . . .

Someone we know once referred to steampunks as as goths that discovered the colour brown.

We have also heard the phrase that it is “nostalgia for what never was“ . . .

These days at events there is a crossover with goth, fetish, cosplay as well as lots of lovely ladies dressed in some very nice corsets!
