Just read about it. It's actually a ring that fits over a condom and gives information on performance that mostly only men are interested in and detects syphilis and chlamydia. As it fits over the condom I'm guessing it detects in the partner of the person wearing it. I can see issues of comfort and possible compromising the safety of the condom i.e. tearing it.

Seriously though the STI thing aside. Apparently it measures girth, performance, variety of positions etc all of which can be shared (read compared against other men) if you want. I can't see what use that would be given the insecurity that already surrounds cock size. It would spawn a load of threads asking "does velocity of thrust really matter?"
