I have just recieved a message from a guy asking me to verify him...without even so much as a phone call. Is this allowed? Surly not.

just report him. The thing about verifications is that those that feel they are important want them to be genuine, those that dont, meh

At the end of his message he said he would ask me for a meet but he knew he was out of my age range... do you think I might have over reacted and he was actually wondering whether I would make an exception with him?

All part of my learning curve on here I guess.

You'd be in just as much trouble as him if you gave a false verification xxx So no, you haven't over-reacted.
