This is true but no, weight gain loss does effect penis size.

No. From what I know a guys height, build, feet size etc etc has no bearing at all on penis size. Just because a guy is 6ft 6 doesn't mean he's going to have a big one and the same for short guys, doesn't mean they have a small one. The only thing weight gain would do is make it appear smaller and make less of it available.
