It all depends on the context it is used, like women’s make-up for instance, too much and you look like a clown.

It's a platitude - I think - intended to make you 'grateful' for having less of something. E.g. if I ate chocolate every day I wouldn't really appreciate it, but if it was once a week, i.e. 'less' then I'd enjoy it a lot more.

I think it's to do with the food served up at very fancy restaurants. Pays us as much as we can sting you for and we will serve you with as little as possible

I think it's a phrase that's used when you can't get more to make you feel better about it .

In another instance it may mean that as you haven't finished something it still looks OK .
