I've not seen them but know that a lot of users come and don't take notice of site rules or forget them. Report as appropriate - I used to remind them of the rules when I spotted posts in the forum.

Generally the car with the occupants in that want to be watched will have their interior light on.

If they have the windows open, it indicates you may be able to touch.

If the doors are open or they are out of the car it indicates you may be able to join in.

However, it is not a given, always be polite and always ask before you do anything.
