Most outies are nothing more than extra scar tissue. The rest are caused by an umbilical hernia, when the stomach muscles don't fuse together properly after the cord stump falls off, causing abdominal tissues to poke through.

Before birth the umbilal cord(so called belly button) is the only connection between mother and baby for its food, blood supply, excretion etc.

The umbilicus is connected to your bladder before birth which is called the URACHUS.

It becomes vestigeal after birth. This tissue helps in forming the bladder wall in the adults feeding directly into the Prostrate. This is also known as G-spot area in females. There is a great amount of nervous innervation to this area which indirectly connects to the umbulicus and makes your weird sensation when you tickle or put a finger in your belly button.
