There's very many reasons why someone would say they have no comment to make. e.g. They realise the fact that if no one posts then the threads die. So in order to bump them up or just let a 'freind' know that they didn't ignore their post ....... they posted. Transfer it to you being asked a question face to face....... Do you just NOT answer ? Do you totally ignore the questioner ? Or do you say something like ...... good Q but I don't have anything to say about it / dunno mate.
