From personal experience it really can make a difference, obviously if the woman knows how to make use of the piercing.

I've had my tongue pierced since 1999, I've only ever given blow jobs with a pierced tongue but don't know how it feels to receive. The guys I give them to enjoy them but they'd enjoy them whether I had my tongue pierced or not.

It's not just about the piercing. It's about whether the person giving it enjoys what they're doing and has a good technique anyway. The piercing can enhance, but in no way makes a person that ain't good at giving them suddenly fantastic at it.
