i'd just get on the phone to the council and chase through till you find the right dept...might be faster than waiting for the right answer to pop up on here

I'd try to be clearer what you actually want. Do you want to set up a car park?

Taking a wild guess that you want to make a parking space in your garden you would probably need Planning Department, and Highways Department.

Yes front of my house have parking place and think to install parking device which will move under ground one level !
