Technically you should complete the sentence as in its own, it makes no sense. As in what are there too many of?

So it should be "There are too many mistakes.". You use the plural as you are referring to mistakes, which is a plural itself. You would usually use "There is too much xxxxx." when referring to an item in abundance, such as "There is too much cake.". Although I would argue, as would many others, that one can never have too much cake.
