"The programme was absurd. Each family was rebated the amount they paid in Council Tax and expected to bu their services with it. The amount was, I think, about £1,200. Council Tax, however, only covers well under a quarter of the cost of council services. The rest comes from Whitehall through Income Tax, VAT, petrol tax, booze tax and the rest. The families should have been rebated the whole amount for the programme to have made sense." But, as I recall, they weren't excluded from ALL the services local authorities provide. Specifically they still had access to all the emergency services + education - the biggest areas of local government expenditure. | |||

"Even so, you could take only the services provided by Preston City Council - and the cost of the city council is six times the amount that you pay in Council Tax. Furthermore, the programme arranged for cars and mattresses to be dumped in the street - presumably to add to the financial strain so as to make a political point. Very misleading" I'm sure scumbag neds who dump cars, mattresses and, of course, fridge freezers are only doing so to make a political point | |||

The BBC could rely on scumbags dumping fridges or mattress in order to provide a challenge for the Street so the BBC did it. They couldn't rely on all the street lights going out - to provide another challenge - so they took the lamps out. They couldn't contact Banksy so they did the graffiti themselves. All to see how the residents would cope in a council free zone. | |||
