Can I borrow an electrician for a moment

Hey everybody, I have somebody doing some decorating for me today and he's just stripped the wallpaper off a wall to find what looks like an hole that was/is an old light socket. The ends of the wires are taped over, is there any way of me working out if it is live or not, without putting anybody in danger?

It has been there for 17 years without me having any idea it existed.

If it is not safe the decorator won't be able to "fill my hole" line the wall for me....

I realise electrics are very dangerous but if it is very simple to work out I would prefer not to call in an electrician and have to stop the decorator.

Wire it up to a light fitting, unless you have one of them screwdrivers that show if there is electricity in the wire.

There are live wire detectors you can get from DIY stores which will beep when placed in close proximity to a live wire.

I'm surprised your decorator does not have one of these.

We do have one of those I just didn't know if it was enough to fill a hole if that tested as not live. We can only really test the ends of the wires and the hole filler has water in it.

I guess if the ends are dead then the whole thing should be not live.

The cables that are buried in the wall should run upwards to the ceiling. So if it's in an upstairs room, you might be able to see from in the loft if they run anywhere or if the are definitely disconnected.

Thank you for everyone who messaged with constructive advice. He got the electricity testing pen thing, tested it and it's dead so is proceeding with the job.

I think it was just me that was nervous, after finding a socket that I never knew existed in my house for 17 years.
