Well many drive too so pay it even when not using car and on their bike. Aren't certain cars exempt ? Should they be?

Yes,when they cycle on pavements,fly across zebra crossings,go through red lights,dont do hand signals,dont wear helmets,got no lights on their bikes,they should pay lol.

Probably not. Cycles don't really cause much damage to the roads and it would cost more to police I imagine.

Most city cyclists have cameras now. The police should pull them over. Review the footage and give spot fines for jumping red lights. They'd make a bloody fortune in London.

When I lived in the Cotswolds, my ageing neighbour used to walk his cattle back to the farm to put them in barns for the winter. He would round up all the available young men to help him. Oh, the laughs we had walking 250 head of cattle up the lanes for the 4 or so miles back to his place.

People in shiny Range Rovers apparently don't like it when horns scratch their paintwork...

Also, beeping your horn at 250 cattle being driven towards you is really not a great idea......

I drive through Bristol on my way to work and every morning there are cyclists on the road literally next to the cycle path - it's ridiculous

What you find is if you have a nice motor and it gets fucked up by stupidity. You get the hump.

Let's hope when you get your new Range Rover it does not get scratched in the same way.

Is the cycle path well maintained though? Many aren't. That's why they cycle on the road to avoid punctures.

Why should cyclists pay a tax to ride in rutted gutters with a "cycle path" consisting of a painted line. Paint isn't path. Path cost money. Britain is not and never will be a cycling country. Unless you believe the London 2012 Games hype. For the rest of the UK cyclists are a scourge. And most people won't cycle because it's bloody dangerous. And despite being big on road cycling myself, I don't blame them. Cycling saves cash. Fuel. Health bills and much much more. But to make it socially safe and amenable,would cost the infrastructure billions. We don't do lomg term projects in this country. We are reactive. Not proactive. Hence you'll get factions of nutters in both camps. Twatty cyclists who think they own the road. And car arseholes who think they own the road. And guess what. Some of us are actually both and ride motorbikes too. Fancy that. It's a vicious cycle (sic). The state hate cyclists so they won't pay for them. And cyclists won't pay tax for being treated like the scum the government think they are. So forget the bloody Olympic track cycling efforts. That is state media bullshit. Should cyclists pay tax? Yes. They should. A cycle path tax. Should they pay for painted limes that stop and start on rutted and potholed roads? No. Will there be a network of nationwide cycle paths in the next decade? No. Accept it. No wonder only 1 in 20 men ride a bike for the fun of it on a regular basis and women half of that. If they build it - they will come. They ain't coming any time soon then. At least not in anywwhere north of Watford.

No. Cyclists and pedestrians should be covered by general road taxation and vehicle insurance. The 'damage' they can do is negotiable compared to motor vehicles.

It's appropriate for state to assume some responsibility for its citizens, especially the more vulnerable amongst them.

I'd be one to enforce that right up to the hilt!! Stupidity causes over 90% of accidents. No matter whether by hoof, foot or wheel.
