If you had to let a meet down and coudnt help it.should you then make another arrangement to meet that person when you are free rather than someone else?

Depends if you want to meet that person. I personally would try to rearrange with them. If they are not free then i would arrange to meet someone else.

If we had to cancel on someone, then yes, we'd contact that person first when we next had a free date.

If they were busy or didn't want to meet, fair enough.

If you have genuinely had to cancel for real reasons, and they have accepted that; then why not?

If they are pissed off about it, then I guess there is not much point trying.
