Did you know, in Scotland, if you owe council tax or any other government department money, they can apply for an arrestments of funds. What this means is they send a court order to the banks, and if you have money, they take it.

Would a scheme like this work for the rest of the UK?

It will work for the Government. If it's applicable in Scotland why not in the rest of the UK.

They do it in England it's called a county court judgment, they can do an attachment of earnings and send in the Bailiffs

CANTERBURY

Scotland has a separate legal system. Many Parliamentary Acts cover England and Wales only.

It's called a Third Party Debt Order in England and Wales, formerly known as a Garnishee Order.
