The head is the most efficient heat exchanger.... get a small towel / tea towel and wet it through with cold water ring it out so it is still nice and wet but just about not dripping then place on head.... yes you look a twat but as the water evaporates it cools you down substantially...

Used to do it in Kenya, now do it like you in an office, yes I look like a twat but it does help.

Best way to keep cool is to actually have a hot drink. This brings your core temperature up and will ultimately make you feel cooler.

Downside. More frequent bathroom visits
