Central

Should Washington DC residents be fully represented, as they're tax payers? They don't live in a US state as such, thus it might become the 51st state - before the UK.

Not sure what you're asking, the city to become a state in its own right?

London and France

Not a question that is if any interest to non- Americans;

But it has been a contentious issue recently;

No representatives in Senate and no voting representative in the House; so it's fair to say they have not got the basic right to be represented.

But it was set up specifically to be a " neutral" capital city, under the direct control of the Government.

Not really viable as a state, since it doesn't really have an economy .

But not really practical to "reattach" it to one of the donor neighbouring states, for their senator/ representatives to take them under their wing

Ah right, I understand now. Hmm can't be good that in a democracy there's a whole raft of people not represented
