I think they'd be more inclined to vote to leave.

EU status has no effect on Commonwealth citizens, if anything I think they'd like to see EU immigration reduced so that more people from Commonwealth countries could migrate.

It's not a time thing, it's a status thing, as in citizenship status.

I know someone from South Africa on a special circumstances visa that has been here 5 or 6 years, and is registered to vote.

Not up on all the statuses that qualify you to vote or if you are automatically eligible after a certain time if continuously resident.

I would vote to stay for 2 reasons.

1 - I don't think the place you were born in should dictate your legitimacy to travel and live where you want.

2 - My sister is still at university and appearantly she would not be allowed to apply for student finance if UK decided to leave.

People died so that we could vote, particularly women. In some parts of the world, elections don't even exist. So I always use my vote. I may noy fully understand the political, financial or social issues, but I make my mark.

I always vote by post, which is much easier. Posted mine a couple of weeks ago.
