Some guys naturally shoot greater volumes as well as more forcefully. Maybe that performer was at the lower end of the spectrum and it was the only way to produce a bit more than a dribble.

A guy's body is going to constantly produce new sperm and ejaculate. What's not used or needed will just be reabsorbed. No production company could instill such a rule so it's likely a self-imposed rule based on possibly an inaccurate assessment of his brewing time.
