Only by pennies its sounds as if you need a new washer in the tap.

Depends on your heating system. But it's not going to help. If you've got a combi gas boiler it'll be costing you money.

Electrica heating systems affected less so.

Either way for a penny washer it's worth getting sorted.

If it has an isolating valve beneath the sink turn that off when not using the tap for long periods like overnight or if you're out until you can manage to get it fixed.

That will save water/gas/electric depending on your system.

"I've a stopcock in the basement.....??"

That could just be the mains water into the place, there's often a more local one near the taps, but not always but worth a check.

It's not costing you money perse if you've not got your electric hot water on!.

However it's a waste of water, ask your landlord to fix it within two weeks and put it in writing

That'll shut it all off. Go to plumbers and get a tap insert and swap it. Cheap and easy. Just a screwdriver needed.

Turn off water before you do it.

look under the sink.. On the pipe there may be a valve that is turned by a screwdriver. The slot where you put the driver in is aligned with the pipe for on. Quarter turn for off.

If it's the tap isolator no it should stop immediately. Stop cock could take a while. Is it a mixer tap? Have you just turned off hot and left cold on?

Yes, it will. Get your landlord to fix it. It will cost in water, too.

Central

Until there is a free source for your energy then your power supply has to heat it.
