So do people who are born on a leap year only get one birthday every 4 years?!

Or do they just say they where born on the 28th?

I used to know someone (as a kiddie) that was a leap baby and yes, celebrated on Feb 28th in non-leap years

They tend to choose 28th Feb or 1st March. Guess it'd depend whether it was a Fri or Sat on some years

The effective legal date of a leapling's birthday in non-leap years varies between jurisdictions.

In the United Kingdom and Hong Kong, when a person born on February 29 turns 18, they are considered to have their birthday on March 1 in the relevant year.[5][6] The same is also true in the United States of America.
