Brighton - even Hove!

A storm called 'wet and windy' might be appropriate.

If it starts off with a name on the other side of the Atlantic, will its name change?

If it starts the other side of the Atlantic it will retain the name given by the US. If it starts mid Atlantic it will be named from the above mentioned list. There's one name there that I've never heard of before. I must look it up again

Does this classify as a storm? It's a bit windy, but warm with lovely blue skies here.
