Can someone tell me

If someone messages you and it's showing they are on a mobile device so many miles away...is this accurate??

Even if you turn off accurate location features (like GPS), the device will still make a 'best guess' based on other factors, like nearest mobile mast, etc.

I told my browser not to perv my exact location but it still knows where I am!

Someone has told me they are 239 miles away right now but it's showing they are 15 miles away so just curious if they where lying

If their mobile who's near is turned off it just shows you the location they have put in with their postcode rather than their current location.
