poor grammar

I was in a park in Nottingham recently and there were bins for litter and dog mess. They were all labelled that they were duel purpose bins...

I did consider that before posting. But it is not just a typo, it is the use of completely the wrong word. Which would, I suppose, make it neither a grammatical or typographical error. Just mild illiteracy.

How would they hold their flintlock pistols? How would they keep the gunpowder dry? Would the shot not slow down underwater?
