Usually used to end s argument. They're bored with it. Hense why they've said bore off. Seems to be a new generation thing

So since it was in response to me saying goodbye and that I wasn't impressed with their conversational skill and offering a few tips to how they could improve it with the next person they waylaid it was a really feeble attempt to offend me

Depends.

If I knew they understood a point I was making but were just being dismissive of it, I'd find that slightly offensive.

If, on the other hand they just didn't get it, then no.

My son sometimes uses it when he knows he's in the wrong - that, I do find annoying.

People say it if you say something sensible online that they don't wanna hear.

Never heard the phrase irl but see it on fb comments a lot.

Don't be offended, it's usually something stupid people say when they can't be bothered to argue a point.
