If you're going to stop what you're doing on a meet to go and vape every half an hour then I'd personally class it the same as smoking but without the stink

Depends what you mean by "classed as". As there's no smoke, no polycyclic aromatic hydrocarbons, no Carbon monoxide, etc etc, then of course by definition it's not smoking.

Increasingly, organisations are extending their smoking policies to include vaping, but that doesn't make it smoking.
