How can a country with space program, Some of the richest individuals in the world and one of the fastest growing economies be so backward

The UK sends huge amounts of money in aid to support African children. I don't know how we can be accused of not caring when it's clearly evident that we do.

Also, why are children raped as a result of a UK person buying a ring? I'm pretty sure Africans own precious jewels too. The purchase of the stones is not causation.

In theory, they would. Prosecution wouldn't likely go ahead due to lack of willingness.

It is not a legal order. The higher caste has demanded the rape of the women, those who formed the council are unelected. It's pretty much the equivalent of doing something because the bigger boys in the playground said so.

The women have applied to the Supreme Court for protection who have asked the council to explain themselves.

It's a cultural problem, not really a legal one. India has revised its rape laws quite recently and they're in line with most Western countries.

Sadly, northern India is still quite "tribal" and lower castes believe they have less rights. Apparently, India states 2 in 100,000 are raped. It's clearly not being reported. You can't prosecute when there's no statements being made.

They're starting to implement outreach programmes where police are educating those areas most affected, but they're up against centuries of the caste system.

You're aware of the Kimberley process right? Is it perfect? - no. Do some people care enough to use it? - yes.
