It's a cultural problem, not really a legal one. India has revised its rape laws quite recently and they're in line with most Western countries. Sadly, northern India is still quite "tribal" and lower castes believe they have less rights. Apparently, India states 2 in 100,000 are raped. It's clearly not being reported. You can't prosecute when there's no statements being made. They're starting to implement outreach programmes where police are educating those areas most affected, but they're up against centuries of the caste system. | |||
