Do you mean they had a lodger or they lived elsewhere whilst sub-letting their council property ?

It is a criminal offence to sub-let council social housing. Quite right.

It is difficult to judge those who own other properties, though. Presumably, at the time they qualified for social housing and afterwards their circumstances changed, allowing them to better themselves financially. Perhaps councils and housing associations should carry out periodic reviews to reassess the situation? Perhaps that would cost too much?

no they lived elsewhere whilst sub- letting full property..

I think aslong as council house remains thereplace of residency they can still sub-let a room ( unsure on that)

It's possible to apply for permission to sublet a council house. The council usually insist on proof that there's no 'profiteering' going on - usually a rent agreement at the level of the council rent + an 'admin' charge of c 10%.

It's easier to get permission if you're subletting to a close relative.
