Can I send pictures in an email from an iPad please ?

Of course.

Set up your mail app. And double tapping the text box will bring up 'insert photos or video'

Or did you mean on here?

You can also go into your Camera Roll, choose Select in the top right hand corner, pick the images you want, then tap the arrow and box icon in the bottom left corner and choose Mail.
